Santa Maria is what most Europeans mean by Cape Verde. The beach is real. The strip is walkable. Swim, walk the pier, eat fish, repeat.
Around town
Two streets back from the sand is still a Cape Verdean town: grogue stalls, a market, kids on the wall. Palmeira is the cargo port for a lunch. Murdeira is a quieter residential bay.
Stay
Walkable Santa Maria beats an all-inclusive north of town if you want an island, not a compound. Taxis from the airport take 20 minutes.
